Why do you bill storage charges on packages that are problems?

We process volumes of packages every day and it is our ultimate goal to keep packages moving. We do everything in our power to avoid problem packages. Unfortunately, we do not have storage facilities for keeping the packages that have become problems and we charge a fee to encourage our members to assist us in keeping packages moving.
